You'll need to update those programs yourself or use a free software updater program to do it for you.
That tool was replaced by Automatic Updates, which is available in Windows Me and Windows 2003 SP3.
Today I saw the feature update to Windows 10 1809 available for my laptop.
But my internet access is through a mobile connection (LTE) and can use only 2 GB per day.
As of November 2016, Microsoft Windows Updates are now available for download from the Microsoft Update Catalog only.
As always, all updates will still be available via WSUS, SCCM, and Windows Update – this change is only for manual downloads.
All Windows operating systems since Windows 98 — Windows 10, Windows 8, Windows 7, Windows Vista, and Windows XP — use Windows Update.

If you can't connect to the Internet while you are using an Office program, you can now see the latest Help articles by downloading and installing updated Help files.
The updated Help files have new and revised articles for all of the 2007 Office release programs.
